Is it preferable to obtain permanent residency or Portuguese citizenship?

If you want to live in Portugal permanently, you can apply for citizenship or permanent residency. Citizenship gives you all the rights of an EU citizen, including freedom of movement. Permanent residency means you can stay in Portugal as long as you want, but you don’t have rights anywhere outside of Portugal.
